ICT projects “Too Costly” - Reported by The Star Friday 1st August

This is something I like to voice out for quite some time already. The Star today (page N33) reported that the Chief Secretary to the Government - Tan Sri Sidek Hassan  said that the overdependence on vendors and lack of monitoring have cost the Government millions of ringgit for the roll out of various ICT initiatives.

Thank god and thank KSN for finally realizing this. When ICT first came into the civil service, it was the IN thing and the necessary thing to do in order to increase the quality of public deliveries. Thus, all ministries cant wait to be a proud owner of their own ICT system. Everybody tried to get the best vendor to developed their own online services.

As the number of IT graduates increases, the government also increases the number of IT personnel or also known as Pegawai Sistem Maklumat. Unfortunately, while all the IT personnels are highly qualified, all the ground work was done by the VENDORS. Even if we need to fix a minor problems they would call the VENDOR.

I have to agree that, in a way we are giving business to local companies and it is good for the economy. But it is such a waste to hire so many PSM but still we are relying on vendor for even a tiny service. It is indeed a double cost to the government.

Take HRMIS for example, when it was first introduced, the idea of having an integrated Human Resource Management Information System, was exhilarating. Unfortunately, the roll out plan was too late and by the time the system reach all ministries, it is already obselete- not up to date. Sincerely I found the system ridiculuos. And we  are paying how much for this?

Technology changes in a split second. To have a not to date system, is just -in my own word SUCKS.

I am just thinking out loud here

PTD - Tadbir (Managements/ HR/ Finance/Policy /etc) and Diplomatik (Diplomatic duties)

Teacher - teach

Doctor -  doctoring

PSM  - monitoring vendors!!! ( or some of them prefer to do management works rather than taking care of the system)

yup..agreed with u…that’s y aku pun nak jadi PSM..rilex sket kot..:)
seriously laa, aku byk pi meeting ngan org IT gov..mmg diorang ni byk depends on vendor..rasenye depa involve testing je..tp kalo system live, sape yg jd 1st level support..vendor or them?

Ada acception. kat MOE, diorang ramai ambil PPSM, dan diorang memang buat kebanyakan sistem kat situ.

Aku just dapat jadi consultant jer ajar diorang buat sistem. Tetapi MOE jer boleh buat,sebab PSM yang lain aku rasa tak cukup tangan nak datang meeting. PPSM jer boleh buat sistem, PSM cuma bleh datang meeting. heheh. aku rasa lah.

So PSM - datang meeting, more to system analyst dan suruh ppsm buat sistem.

Kebanyakan ministry, takde bajet untuk amik PPSM banyak2.

Amran:–> agree tapi diorang buat reorg besar besaran, tambah jawatan lain bebanyak.. bajet reorg sebelum ni bley jer secara besar - besaran, sekarang ni jer baru stop reorg due to the budget constrain
